NOTICE TO THE PUBLIC
Members of the public who wish only to view the meeting may watch the livestream of the Redevelopment Authority Citizen Committee meetings at 89a.vmlsource.com/granicus by clicking on “In progress” next to the meeting date, or by tuning in to cable channel 191. Livestream of the meeting is provided solely as a courtesy and convenience to the public. Carson City does not give any assurance or guarantee that the livestream or cable channel access will be reliable. Although all reasonable efforts will be made to provide livestream, unanticipated technical difficulties beyond the control of City staff may delay, interrupt or render unavailable continuous livestream capability.

The public may provide public comment in advance of a meeting by written submission to the following email address: planning@vmlsource.com, or via mail to the Planning Division of the Carson City Community Development Department (“Planning Division”) at 108 E. Proctor St., Carson City, NV 89701. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be received by the Planning Division not later than 3:00 p.m. the day before the meeting.

AGENDA

1. Call to Order, Roll Call, and Determination of Quorum.

2. Public Comment
The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of, the Carson City Redevelopment Authority Citizens Committee, including any matter that is not specifically included on the agenda as an action item.

3. For Possible Action: Approval of MinutesAugust 1, 2022

4.  Meeting Items:

4.A RDA-2022-0393 Discussion and possible action regarding the progress of the Downtown Sidewalks Project.  (Hope Sullivan, hsullivan@vmlsource.com). Late Material 

Staff Summary: The Downtown Sidewalks Project is planned to begin construction this fall. This project includes the reconstruction of deteriorated sidewalks and pedestrian ramps that are not compliant with the American with Disabilities Act (“ADA”) and construction of new sidewalks and ramps in areas without existing facilities. A total of $835,000 of redevelopment funds were allocated to complete these improvements to areas in Redevelopment Area #1 ($635,000 in Fiscal Year (“FY”) 2022 and $200,000 in FY 2023). Carson City Public Works Department staff will present an update regarding current progress and next steps.  

4.B RDA-2022-0391 For Possible Action: Discussion and possible action regarding the progress of the William Street Complete Streets Project design plans.  (Hope Sullivan, hsullivan@vmlsource.com). Late Material

Staff Summary: The William Street Complete Streets Project is a $17 million dollar project that is in the design stage.  In Fiscal Year (“FY”) 2023, $385,000 of redevelopment funds have been allocated to this project.  The project includes the reconstruction of deteriorated sidewalks and the addition of new sidewalks and multi-use paths that will improve pedestrian and cyclist safety.  The project will also address limited turn lanes, inconsistent speed limits, pedestrian crossings, corridor roadway access and improvements to signalized intersections to improve vehicle and pedestrian safety in the corridor.  Carson City Public Works Department staff will present an update regarding current progress and next steps.

                 - RACC member reports and comments.

6.  Public Comment**:

**PUBLIC COMMENT LIMITATIONS – The Redevelopment Authority Citizens Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment  No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken.  Public comment may be limited to three minutes per speaker to facilitate the efficient conduct of a meeting and to provide reasonable opportunity for comment from all members of the public who wish to speak.  Testimony from a person who is directly involved with an item, such as City staff, is not considered public comment and is not subject to the three-minute time limitation if imposed.
