The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of, the Carson City Redevelopment Authority Citizens Committee, including any matter that is not specifically included on the agenda as an action item.

4. For Possible Action: Approval of Minutes from October 6, 2014

5. Agenda Items

5.1 For Possible Action: To elect a RACC Chair and Vice-Chair for 2015.

5.2 For Possible Action: To make recommendations to the Redevelopment Authority regarding the expenditure of $271,942 from the Fiscal Year 2014-15 Redevelopment Revolving Fund and $218,058 from the Fiscal Year 2015-16 Redevelopment Revolving Fund, for a total of $490,000, to design and construct a pedestrian and events plaza on 3rd Street between Carson Street and Curry Street, including recommendations regarding conceptual designs. (Lee Plemel) Late Material:

Staff Summary: The Redevelopment Authority and Board of Supervisors approved funding for the proposed plaza on November 20, 2014, subject to returning with recommendations from the Redevelopment Authority Citizens Committee. The RACC and Board of Supervisors identified the construction of the 3rd Street Plaza as a top priority for Redevelopment to meet the objectives of the Redevelopment District. The preliminary design of the plaza, from which preliminary cost estimates have been produced, includes a permanent stage for events and pedestrian amenities and landscaping. It is anticipated that design work would begin in spring 2015 in conjunction with design work on the Downtown Carson Street Project, and construction would occur in 2016. 

5.3 Discussion only regarding an update on the Downtown Carson Street Project schedule.

6. Non-Action Items:

a. Staff reports and update on matters relating to the RACC. (Lee Plemel)

b. RACC member reports and comments.

c. Future agenda items for the next meeting on February 2, 2015

7. Public Comments**: The public is invited at this time to comment on and discuss any topic that is relevant to, or within the authority of the RACC, including any matter that is not specifically included on the agenda as an action item.

8. For Possible Action: For adjournment

** PUBLIC COMMENT: The Redevelopment Authority Citizens Committee will provide at least two public comment periods in compliance with the minimum requirements of the Open Meeting Law prior to adjournment. In addition, it is Carson City’s aspirational goal to also provide for item-specific public comment as follows: In order for members of the public to participate in the public body’s consideration of an agenda item, the public is strongly encouraged to comment on an agenda item when called for by the Chair during the item itself. No action may be taken on a matter raised under public comment unless the item has been specifically included on the agenda as an item upon which action may be taken. Comments may be limited to three minutes per person or topic at the discretion of the Chair in order to facilitate the meeting
